William W. "Bill" Phelps of Dallas, Texas passed away May 12, 2026. He was born January 8, 1938 to Roy and Florence Phelps in Ponca City, Oklahoma. He is survived by his wife, Dorotha L. "Susie" Phelps, his sister, Martha J. Cohen, of Woodland Hills, California, and numerous nieces and nephews. He was predeceased by his sisters Virginia R. Wolfe and Katherine E. Johnson. Bill and Susie met in the first grade in Ponca City and remained together throughout their school and college years. They married their senior year of college and shared 66 years of marriage. He was a government relations manager and lobbyist for Atlantic Richfield Company and Fina Oil Corporation. He later served as an independent lobbyist for Total Petrochemicals and Refining and Alon USA. Over the course of his career, he served the oil and gas industry for more than 57 years. Bill and Susie have been active members of Christ United Methodist Church in Farmers Branch, Texas. A service celebrating Bill's life will be held on Saturday, June 20, 2026, at 1:00 p.m. at the church located at 2807 Valwood Parkway, Farmers Branch, TX 75234. Memorials may be made to Christ United Methodist Church or to a charity of the donor's choice.
